Domestic trade

The key strategic document that is currently implemented by the Ministry of Economy is the Domestic Trade Development Strategy for 2014 – 2020 that was approved on November 13, 2013 by Government Decision. The Strategy provides for improving the rural commercial infrastructure, providing the domestic market with qualitative, mainly local, products, reducing the number of permissive acts required to launch a business in trade, setting clear rules in promotion sales. 

 

The paper represents the medium-term strategic policy framework for developing sale activities for products and services throughout the entire country and is intended to change the existing concept of domestic trade. The basic objectives of the Strategy refer to increasing the efficiency of domestic trade regulation, increasing the competitiveness of products/services placed on the market, improving the commercial infrastructure in the field, especially, in rural areas, modernizing the forms of distribution and sale of products/services, providing the commerce with qualified labor force in on-going training. All these will ultimately result in the reduction of operating costs and the consumers will receive affordable goods and services. 

 

According to the estimates, the implementation of the Strategy will lead to the growth of sales by about 3-4% per year and to the reduction of the misbalance of commercial infrastructure between urban and rural areas by 10 - 15% by 2020. In addition, the document stipulates extending the commercial network by 50 units per year, increasing the share of modern trade in the total volume of retail sales at national level by 45%, increasing the share of remote sale in the total volume of retail sales by about 2-3% per year.
